The Town of Cottesloe (ToC) and the Shire of Peppermint Grove (SoPG) are jointly preparing a Precinct Structure Plan for the Cottesloe Activity Centre (Cottesloe Village). Hames Sharley Architects, Urban Design are preparing the Precinct Structure Plan on behalf of the two Local Governments.

A Precinct Structure Plan guides how a place will grow and change into the future. It will set out the future direction for Cottesloe Village: its buildings and land uses, streets and open spaces, environmental performance, access and transport, and more.

The site area includes the Grove Library, Cottesloe Central Shopping Centre, Cottesloe Train Station and surrounding landholdings in Napoleon Street, Station Street, Forrest Street and Jarrad Street.

It covers approximately 20ha within multiple ownerships and management controls. The area also includes land and facilities managed by State Government.

The work will build on the Draft Cottesloe Village Precinct Plan that was advertised in 2019 and the community engagement undertaken in June 2023, will meet policy guidelines outlined in State Planning Policy Framework 7.2 (Precinct Structure Plans) and involve further community and stakeholder engagement prior to it being finalised.

Overview

The current Draft Precinct Plan for Cottesloe Village was finalised and advertised in 2019 This was the culmination of many years of work and engagement to establish a policy position, vision and desired development outcomes for the Village.

In 2020, changes to the planning framework by the Stage Government required the Precinct Plan to be updated and augmented as a Precinct Structure Plan, requiring additional technical reporting and the inclusion of additional design considerations. These are set out in the adjacent figure.

The updated Cottesloe Village Precinct Structure Plan is presently being prepared and it is anticipated that it will be advertised early in 2025.
